  2. Strategy Cost and Emission Reduction Analysis: Next, climate action strategies will be costed. Each strategy will also be assessed for annual emission reductions. This analysis will clarify the financial and environmental impacts of different techniques.
  3. Formulation of an Implementation Plan: The CAP will create a well-structured implementation strategy using the sustainability framework evaluation and cost-emission analysis. This plan will detail steps, deadlines, and accountable parties for implementing the proposed strategies.
